: Our downstairs toilet when flushed does a series of small flushes instead of filling the bowl and then flushing. The flapper is staying open and the tank level is correct. Could this be a venting problem. The house is at 10,500 feet in colorado and the roof is covered with snow. The other upstairs toilets work fine. Reply: It could possibly be a venting problem if the stack vent is frosted over or covered completely with snow. The other toilets that are operating normally may be on a separate stack. Have a professional inspect the toilet itself for proper operation and the drainage and venting system, there may even be a partial restriction in the drain line downstream of the lower level toilet.
