For a single story bath it is correct. If you were to add a second story, then the vent could not tie back into the 3" until it was at least 42 above the upper floor level, and the lower toilet would have to be arranged so it had a vent separate from the vertical 3" or 4" "waste/vent" stack to the second floor.

: This is a two story home with full basement.
: There are no pipes "in concrete" the 4" main drain goes through the wall of the basement to the septic.
: The toilet has a 3" vent stack off the drain and going up to the roof.
: This was an unfinished house with only a toilet in place-bank repo.
: The shower 2" vent goes up from the shower over to the sink vent stack where it ties in and continues over to the toilets 3" vent stack.
