Actually I have seen things like this. Also, many motels are putting in fiberglass units kind of like you describe, only they are more like a small shallow tubs (not sunk into the floor).
You are probably just going to need to remove it all, bring in earth to build the spot up and install a prefabricated pan or build a mud set shower. The drainage line should be able to be extended up fairly easily.
