We've replaced the cartridge, it's a moen model 84421, 2 handle washerless cartridge. That didn't help. We pulled out the stem and stuck a coat hanger in there to see if it was blocked. That also didn't help. We even turned the water on with the cartridge out and no water comes out. Any suggestions?
: The second problem in that same bathroom is the toilet tank is not filling. This problem happened a few weeks ago and we fixed it by clearing away the inlet that goes to the bowl. It seemed to be clogged by the blue sludge residue from a vanish drop-in. But now we are thinking that is just coincidence since the problem is happening again. We also stuck a coat hanger down the intake and nothing happens. It's an American Standard 2 piece gravity fed toilet.
You just need to work backwards any time you have a "no water" problem--usually caused by debris. You have determined that the problem with the sink is not the cartridge, so, see if you are getting water out of the fixture stop (the shut off under the sink). The toilet ballcock assembly probably has debris in it, but it could also be the riser or stop. You can pull the top off, turn the water on to flush the fill valve (and see if there actually is water to this point). Do not put things in the tolet tank to clean and freshen the bowl. They are detrimental to the internal parts of a toilet (as you have seen).
