Question #1, a thick wax ring (Oatey #10, for example) will cover the 1/4". If you like the toilet sitting 1 1/2" above the floor okay, otherwise cut the pipe off and do it correctly. It should be a simple job for a good plumber.

: 1. I have some extra tile and am going to re-tile my bathroom over the old tile. My question is will raining the toilet the 1/4 inch affect anything? Sorry, may seem like a dumb question but I am a real novice.
: 2. I am redoing the spare bath. After removing the flooring (previous owner, I didn't see it) and putting down cement board, the toilet flange is still a good 1-1.5 inches above the cement board. Does this toilet pipe need to be cut and lowered down to the tile level?
