My reply: Do you have enought pipe sticking out so you can cut off the pipe right at the spot where the stuck ring is so as to eliminate the old ring. Then clean up the stub good and install new valve, new compression ring and nut. Otherwise, you can try working the ring with channel locks to see if it moves (rotates) on the pipe. If it moves, there is a possibility that you can work if off. Good Luck!
