In that case one of the two supplies to it could be obstructed in some way, then the other water supply is "choked" down by the pressure balancer to maintain an even flow.
: I did take the shower head off and looked inside it. There is no mineral deposits, and the water comes out without pressure even without a shower head. Once in a while, right when I switch to the shower, I can hear that it is trying to come out with a higher pressure, but then, it slows down immediately.
: : The shower head may be clean but it has a flow regulator to keep it from using too much water. Most flow regulators are built into the shower head and cannot be removed.
