If you are sure that the "vent" pipe is merely a vent for that fixture (i.e. that it does not vent or drain other fixtures) it may be safely eliminated.
Even if that is the case, you need to rember that it goes up to the roof and thus can drain rainwater that enters from above. If you just cap it at the sink, it could still fill with rainwater. So if you really want to seal it of, you must also cap it at the roof.
