Anchoring toilet in Basement

My new house has a rough in for a bathroom. I think I can do most everything, but can't figure out how I will anchor the toilet to the cement floor? Also I have a sink drain, a toilet drain but why do I have a 6" drain in my basement? Thanks, PM
