I suppose there should be,but the feeling is that in a single family residence, the homeowner is the only one who will be working on the system and he/she should know something about their system. Your problem is not knowing what to shut off, (there are almost never shutoffs for individual areas in a house), and then not remembering what you did shut off.

: I HAD A BIT OF A PROBLEM TODAY AS WE HAD A PLUMBING LEAK IN THE SHOWER WE WERE PREPARNG TO TILE.
: I WENT TO SHUTDOWN THE WATER AT THE WATER HEATER
: WHICH DIDN'T STOP THE WATER, I DIDN'T KNOW WHERE THE SHUT OFF FOR THE ROOM I WAS IN WAS SO I TURND EVERY VALVE IN SIGHT OFF. NEXT WE FIXED THE LEAK AND TURNED EVERYTHING BACK ON, INCLUDING THE FAST FILL FOR THE BOILER, WHICH FLOODED ALL THE UNITS, BIG BIG MESS.
: SHOULDN'T THERE BE A SAFETY CONTROL LABEL OR SOME SORT OF DEVICE TO PREVENT THIS TYPE OFF ACCIDENT FROM HAPPNING. THE VALVE WAS A RED GATE VALVE ( IS THIS AN ACCEPTABLE VALVE ) THE SAME AS THE SHUT OFF VALVES WHICH DID TURN OFF OUR AREA.
: IT APPEARS AS THE DAYS WILL UNFOLD MY INSURANCE WILL BE
: PICKING UP THE COST, AND CANCELING MY INSURANCE.
: THERE SHOULD BE A WARNING LABLE ON SUCH VALVES. EOM
