You need to break out the concrete with a rotary hammer. My advise is to buy one from Grizzly Industrial. They cost about $100, but they are a 3 function tool. A hammer/drill for drilling concrete, a jack hammer, and a regular drill. I wouldn't want to demolish a highway with one, but for odd jobs like drilling anchor holes in concrete, breaking up a piece of concrete, or drill into steel, they work quite well. You can rent them from rental stores, but a couple of times doing that will cost you more than buying one.
