: Our upstairs toilet often refuses to completely flush; it fills with water, but only partially and slowly empties. It makes gurgly noises as if it's not getting enough air--although it's getting plenty of water; in fact, sometimes I have to plunge it to keep it from overflowing! After I plunge it, it always empties just fine (and quite noisily). Sometimes our downstairs toilet does the same thing.
: In September, I got up on the roof to shine a flashlight down the vent, but didnt' see anything but cobwebs. Do you think it's the vent or something else? What can we do about this? (We can't afford expensive repairs right now!) Thanks!

It sounds like you have a toilet stoppage, or two.
Have the toilets augered to break up or remove a restriction that could be caught in the trapway.
