Septic system roof vent pipe clog

My boy friend just replaced the old metal pipe at his mom’s house with plastic because every thing was draining extremely slow. He also put a cheater vent under the kitchen sink. Every thing drains much better but when the toilet is flushed the cheater vent does its thing so he when up on the roof to check out the septic system vent pipe. There is no septic system smell. He tried using the snake he owns (one inch), it when about half why down before hitting the clog. From the junk on the snake it looks like the clog is due to rotting leafs. We had his mother call Roto-Rooter. The man from Roto-Rooter says it will take three man to get the need equipment up on the roof (it’s a cape with a dormer) and cost about $500. Besides it was like pulling teeth to get Roto-Rooter to go on the roof, they did NOT even bring a latter when they knew his mother wanted the roof vent cleared. Is there another way to get the roof vent cleared?
