We are considering the purchase of a 14 year old home that had a water pipe leak within/under the slab foundation. The seller had it repaired and said "the damage was caused by rebar in the foundation rubbing against the pipe. The pipe was welded and all is fine now." The house is on clay soil in California. (We do experience limited seismic activity here :) )
Is there reason for worry? How can we be certain the repair was made competently and that the integrity of the foundation has not been compromised?
