Just bought a brand new Eljer on Sunday. Same problem, and I tried a new flapper and that didn't fix it.

All the parts are new, so its not worn parts. I drained the water to just under the hole where the flapper sits to see if it still drips and it does. I put my hand inside the hole and can feel the drip, and can see it, but I don't know where its coming from. Short of taking the tank back - what do you suggest.
: Is the water level below the overflow tube? Did you cut off the refill tube that sticks into the overflow tube. If it is below the water level it will siphon water into the bowl. Water into the bowl must come from the flush valve. I do not understand that it still drips with little water in the tank. Try pushing down on the flapper and wait a minute to see if the water stops. The flapper may have dried out. Every few years I do run into a plastic Flush Valve that has a pin hole leak. LonnythePlumber.
