It should either be a defective flapper, or the small "refill" tube is stuck too far down into the overflow pipe. : The toilet in my new home is slowing leaking water into the bowl. I can see a steady small stream in the back of the bowl. I have put in a new toilet tank repair vale and a new flapper but neither has helped. What else could it be?
