If it is like my claw foot tub stopper it doesn't "screw" up or down - you lift it and give it a 1/4 turn to lock it "up" - and 1/4 turn to release it and let it go down. If that is the case, you need a thin flat head screw driver to access the screw on the base on the stem of the stopper. A screwdriver with a small handle is best since you will need to run parallel to the bottom of the tub and into the drain opening. If you stick your head in there - you should be able to see it.
