: I have a rough-in for a toilet in my basement. A friend was helping me install the toilet. When he looked at the pipe coming out of the floor he said that the builder should not have cemented up to the pipe. He said there should be a gap so that a flange can go down into the cement.

Your friend was right. I have seen a closet flange that glues inside 3" pipe. However, this is NOT to code and I wouldn't use one in my own home. It is really not that tough to drill and chisel out the small amount of concrete you need removed. You would hate having a toilet that plugs frequently...
