With the valve to the heater off, the water meter shows no usage (ie no leak). We replaced the heater with a brand new one and it does the same! Could I have mixed up the pipes while replacing them? Why won't the heater fill? Thanks for any input.

The problem is not with the water heater. About the only things that would cause this is a break in a hot water line or a T & P continually discharging. Start looking for hot water line break.
