When you installed the new shut-off valves, did you use the old compression ring???
When installing new compression type shut-off valves you must ALWAYS remove the old nut & compression ring with a puller.
After doing that, and if the stub-outs are long enough, I like to use a tube-cutter and cut 1/2 inch off them. By doing this the new compression ring doesn't sit where the old one used to be, thus reducing the chances of developing a leak...
