With a problem like this, you need to go by process of elimination. 1st, make sure the supply line from the shut-off valve to the faucet is not kinked. 2nd, make sure the shut-off valve in on all the way. 3rd, remove the shut-off valve (after turning off the water to the entire house!). Have someone open the main valve to the house for a second and observe if you have good water pressure coming out of your copper pipe where the shut-off used to be (have a 5-gallon bucket tilted towards the pipe to catch the water. If you still have no pressure, there is something in the copper pipe obstructing the flow. Call a plumber.
