I don't know if this is your problem, but I had the same symptom. I lived with it for a few years before I realized the really simple problem. (I'm not a plumber, so bear with me), when you flush, there is a little hose in there that is supposed to squirt water down a tube into the bowl. Mine was just spraying into the tank, so the only water in the bowl was what was left over from the flush. I put the hose back in the correct place, and bingo, full bowl.
: Just moved into a new handicapped assessible home. Both toilets are water-saver types. Problem is that the water level in the bowl is so low that there is more porcelian exposed than water, making it hard to clean and/or requiring daily cleaning ! Any way to make the water level in the bowl, deeper ? Thanks.
