Pressure Reducing Valve

I have a pressure reducing valve in my incoming water line and have set it to 55 psi when the water is flowing. After I stop the flow pressure builds to 80 psi over a period of about 60 seconds, with the hot water heater off. Does this mean the pressure reducing valve is leaking through? If so, is it caused by a faulty seat or is the diaphragm ruptured?
