If the valve has a handle like a round disc but no ridges around it then it operates in or out. If it has ridges on the handle then it rotates but they do not break in such a way that they turn but never turn off, unless the handle is stripped and the handle is turning but not the stem.

: I don't think it's a push or pull either. If I look at it like it does not look like a push in and I try pulling and it does not budge(I feel like I might rip the pipe out of the wall if I keep pulling. There's a screw in the middle of this and it will twist, but I twisted it for about 2 minutes and the water still won't go off.

: : If it has lasted 5 years, the plumber has no liability in this case. The shutoff valve is probably one that you have to push, (or pull), the handle to shut it off.
