Hot water heater pressure too high

Problem occured 2 months ago. HWH pressure clibing to over 120 lbs. Safety valve releases and leaks. No problem till then. cleaned the water pressure regulator, set at 55 lbs. and pressure still rising.
Is valve bad? can i check it by cutting power to hwh off so water wont heat and expand and see if pressure increases? help, i replace safety valve too. Dont know what else to try. thanks
