I experienced the same flame blowout you have. I had a Laars factory approved technician come out. He supposedly checked the mainline and manifold gas pressure and said they were correct. He left with his $105 service fee.
By this time I was hotter than this piece-of-crap heater. I noticed that the flame pattern was too robust ans suspended above the burner. I adjusted the manual gas shutoff valve until the flame settled down to the burner. I've had no flame blow out since. I don't know what the technician read for gas pressure but I assume that the smaller input size of the old gas valve was the reason it didn't have flame blow-out.
