Delta "Monitor" Shower (low pressure problem)

I have a Delta single handle (shower only) faucet/valve that will not produce normal flow or pressure. It is less than 2 years old (new home construction) and has never produced normal (good) flow. Everything else on this water line (whirlpool tub, sinks, toilet)has great flow. I understand this Delta "Monitor" system is a pressure-balancing type of valve designed to prevent scalding. Is there any way to adjust this valve for more flow? By the way, I changed shower heads already (and tried it without a shower head alltogether)...no increase in flow. HELP!
