Removing toilet base

I'm remodeling my bathroom and want to remove the old toilet. I got the tank off no problem, but am having trouble with the base. The nuts/bolts keep spinning. There isn't enough clearance to hold bolt w/ pliers and I've tried WD-40. Do I need penetrating oil ? Do I need to cut the bolt somehow ? Or drill out the bolt ? Any advice appreciated ! Thanks.
