What if I can't cap the pipe (cast iron) below the surface? Any recommendations for a cover/plate?
: You have to have a solid and smooth surface for the vinyl. It also has to be fairly easy to break out in the future. Here's what I'd try. Cap the pipe about 2" or so below the surface. Use mortar to fill in the space to within 1/4" below the surface, smooth reasonably well, but doesn't have to be a finished surface. Then top off with self-leveling material from a floor covering shop. Follow directions on the package, your floor should be level with the old floor surface.
