tiled shower floor question

I just bought a 12 year old house. After we moved in the shower floor started showing mold around the outside edge. I have started to remove the old grout and caulking that had been added. by using a wet vac I have found that there is water remaining where I removed the grout. The tiles are still tight to the floor but I wonder if there is water under the tiles that will rust the pan? Is there a way to dry this out so that I don't have to remove the tiled floor? Also should I use a 10-1 bleach solution to kill the mold? Should I replace the pan if I take out the tile? I have not done a shower but I have laid tile. Is there a sand and cement mix that creates the underlayment that will need to be removed? Will this removal damage the pan?
