Simon, this be stating the obvious, but you've got to break the concrete blocks out to get to the pipes. Hammer and chisel is a slow and difficult method. You can rent or buy a rotary hammer that will be much much easier. Grizzly's G9908 three function hammer drill at $100 beats renting in my opinion. It works well on small jobs and when you own it, you don't have to worry if you find another piece that needs to be broken out after you've taken the rental back. Drilling concrete with it is almost as easy as drill wood.

In patching the hole after the plumbing is finished, you might want to figure out how to use a wood cover so that access again wouldn't require a demolition team.
