My guess is you have a major problem with the main supply line from the street. It's buried fairly deep, and if you have good drainage, you might not notice water on the surface of the ground...yet. It would be a royal PITA, but you can turn the water off at the meter and just turn it on when you need water. Draw a couple of big kettles for drinking and rinsing hands, forget the shower/bath, and flush the toilet just when really necessary.
If I'm right, you will probably want to consider a new supply line.
