Water too hot

I moved into a fairly new house last November which was built by the former owners. The 'problem' I have is that the water for the upstairs bathroom is too hot! Usually, you have to let the water run for a few minutes to get hot water, but I have to let it run a few minutes for it to cool down. Even the cold water has this problem. I think maybe the former owner has heat traced the pipe to the bathroom and insulated the hot and cold together, but I am not sure. I have no way of getting to the piping without opening the walls. If this is true, I think this is a waste of energy and would like to disable it, but I have not seen any wires either in the bathroom or the crawlspace. Any recommendations?
