Water Heater: draining in basement?

Our electric water heater is in the basement, and we're neophytes about maintaining it. I understand that if we don't drain it periodically we'll get a build up of sediment and have to replace the heater. We're wondering if we're going to have to rent a pump to drain the water up the basement stairs. Is there some trick to draining it against gravity? How often should water heaters be drained, generally speaking?
