I assume you mean an outdoor water faucet that is connected to water from inside the house. If that is the case, use a frost-free faucet. They are long and the shut-off part is in the inside end so there is no water in the bib end when it is off. Do not leave a hose connected in cold weather. The extension pipe won't drain, and it will break. Don't bother to ask how I found out!
