Septic System Leak???

As a real estate agent, I just was at an inspection of a septic system for a 2 bedroom home that has been used no more than 15 weekends in the past 10 years. According to the inspector, he thinks there must be a slow leak in the tank as the water (which is clear) is not up to the baffles. For $900 they want to dig up around the septic tank to repair this leak which is either on the seam or to replace the plug. What do you think - Is this the only solution. I hate to have my seller renegotiate this deal and I'm sure the buyer would prefer not having to dig up the lawn. We want to do what's ever fair but without proof of a leak, it's difficult to advise the seller to pay the $900. Any suggestion would be most appreciated. Thank you.
