It is more likely a bad gate valve at the meter. Depending on where the repair is in relation to everything else, there may be ways to intercept the water before it reaches you. But that could only be determined by inspecting your system. I have known about the bread trick for fifty years, but have not had to use it yet.

: I have been having difficuly stopping pipes from dripping water when I want to solder. I close the gate valves at the water meter, but it still drips, which makes it near impossible to solder. The bread trick works, but it would be better to stop the water from flowing. Is this possibly due to the hot water expanding from the water heater?
