I wonder if pressure is the entire problem. True you have to have pressure, but pressure alone isn't enough. What size meter and pipes do you have? Some of the older installations used a 5/8" meter and 1/2 pipe. Also,if the pipes are galvanzied, they may be clogged. Remember the area of a circle is Pi R squared. Area of a 1/2 pipe is about .75 sq inches. Area of a 3/4" pipe is about 1.75 square inches. So, if you have small diameter pipes and if they are half plugged, you won't get much water volume even if you have good pressure. Just a thought.
