It depends upon what surface is stained and if the Bleach burned the surface below that. The Bleach is a chemical reaction which removed the color pigment of the material that is stained. Your skin has a ph of 5.5 to 6.5 and neutral ph is 7 and you need to know the ph of the Bleach which is much more corrosive such as a ph of 9 (or at least an approximation) to get the area neutral first. Then the stained area which has been removed of pigment needs to be gradually repigmented.
