A good rule of thumb can be achieved by using demographics associated with population density and transitory migration, new housing starts in the same area, and governmental permits for new construction. Take the number 2,850 plastic flanges sold for the Portland basin in October through twenty three distributors, and develop the ratio for the State. With the total population of the State in relative population comparison numbers for the other States you arrive at the rule of thumb.
