It depends on the diverter manufacturer. Some will divert 100% of the water, especially if it is spring loaded, while others will allow some leakage so that the diverter will turn itself off shortly after the shower hs been used.
: : Our tub/shower diverter does not make a complete seal when the tab is pulled up to divert water to the showerhead. Does anyone know of a diverter that diverts all the water instad of letting some of it dribble into the tub when in the shower position?
: Most tub and shower faucets never seal 100%. These divertor spouts do go bad though and should be replaced if a certain amount of water is coming out the spout while the shower head is activated.
