You do not want to cut off the existing flange. You want to try to remove it from the vertical pipe and then put the new one on at the proper height. After doing that, then you can cut off any portion of the pipe projecting through the flange.
: I have read previous post concerning my problem , I have a PVC flange I plan to cut it off and replace it with one flush to the floor The question is where to cut the old flange off from flush with the floor or underneath from the basement will be SOL if I cut too much ?
