Usually the protective plate is used in walls to protect the wiring. I know the notching on the bottom of the plate is not recommended, but while you could easily punch holes, it would take lots of couplings because the pipes would have to go in short pieces that would fit between joists. If you're worried about weakening the joist, nail a length of 2x4 or 2x6 above the notch, even both sides.
