When you say seat you mean the part inside the tap that the rubber washer squeezes against or do you mean the rubber washer itself? The seat is inside the cartridge body and is removed with a seat wrench,if this part is worn it will still leak past a new washer. If you actually did change the seat are you sure you got the right one? There are many different kinds and getting the right one is important. Finally if it is the right one it may be leaking past the threads of the seat,try removing it again and use some teflon tape around the threads
