Without seeing the situation, anything is a guess, but a pressure balancing valve just prevents/minimizes temperature changes when water is used elsewhere in the house. If the hot water temperature itself is variable, which could be possible with a tankless water heater, then that is something the valve is not able to compensate for.
: We installed a new Enviro-Tech shower fitting with pressure balancing valve. Since installing we are unable to balance the water temperture, it is either too hot or too cold. We also installed a new tankless hot water system. Could this be our problem? The sink has both hot and cold water with no problems. Could it be the pressure balancing valve?
