The flange must be level with the floor. There may be a slight tolarance depending on your toilet, but basically level. I see no reason why the repair flange would not be a permanent replacement, I'm not personally familiar with them, but I have heard of them. You can go to a Lowe's or Home Depot and find someone in the department that is knowledgable. Usually they have an experienced plumber on the floor at least during the busier times of the day. If you encounter a kid, wait until the other guy comes to work. If the repair part fits solidly and rests on the floor, it should be fine.
