Water bubbling from overflow drain

Hi, For the past 8 months there has been a slow trickle of water from my front-yard water overflow drain. The leak is worse early in the morning and then reduces to a slow steady trickle throughput the day. My association property manager tells me the drain is for the back-yard and front-yard excess water overflow purposes. I tried shutting off the main water inlet valve and the water meter still keeps rotating slowly. Any suggestions? Thanks Girish
