I just installed a Briggs K-26, vintage 1976, directly on the concrete -- I pulled up the flooring. I put in a good old fashion silicon sealer (the strong acetic acid type that Home Depot won't carry anymore). Torque it down carefully and evenly on to the wax (I used two rings to besure of a good seal) -- no need to overtighten due to the sealant providing solid some cushioning after it "drys".
