12" rough-in toilet on 14" rough-in

I have a 12" rough-in toilet installed on a 14" rough-in. Naturally, there is a 2" gap between the tank and the wall. Is this a problem? Does it violate the plumbing code? If yes, is there an easy fix? Many thanks for your advise!
