Thanks to AS's 800 Help Line we fixed our new Cadet's flush problem w/an adjustment to the flapper valve's "flush valve float". This float must be moved so it's against the flapper assy. It was 1/2 way up the chain between the flapper and the end of the trip lever when we bought it. BTW, the instructions show this float incorrectly (1/2 up the chain).
